New SIM Card Rules: What You Need to Know
India’s Department of Telecommunications (DoT) is set to implement new rules for SIM cards, effective December 1, 2023. Initially slated to begin on October 1, 2023, the enforcement was delayed by two months. These regulations aim to combat frauds like SIM swap scams and fake SIMs, emphasizing stricter protocols for issuing new SIM cards.
E-KYC Mandate
One significant change is the mandatory requirement for E-KYC (Electronic Know Your Customer) or digital KYC for obtaining new SIM cards or transferring existing numbers. Simply submitting a copy of your ID proof will no longer suffice.
Restrictions on Bulk SIM Cards
The new rules also impose limitations on the issuance of bulk SIM cards. While businesses can still procure bulk SIMs, individual users are restricted to obtaining a maximum of nine SIMs under a single ID.
Re-issuance of Inactive SIMs
Inactive SIM cards cannot be re-issued for a period of 90 days, ensuring users have ample time to reactivate them without the risk of the SIM being allocated to someone else. This provision is crucial, especially considering the widespread use of mobile numbers for OTP-based authentication across various services.
Authorized SIM Dealer Verification
Beginning December 1, 2023, only authorized dealers will be permitted to issue SIM cards to customers. To enforce this, individuals must undergo thorough verification processes. Telecom operators are mandated to register franchisees, distributors, and point-of-sale (PoS) agents to prevent unauthorized issuance of SIM cards.
Individuals found distributing SIM cards without proper registration may face penalties of up to ₹10 lakh.
These new regulations signify a proactive approach by the Indian government to enhance security and prevent fraudulent activities associated with SIM cards. By implementing stricter protocols for SIM issuance and dealer verification, authorities aim to safeguard consumer interests and maintain the integrity of telecommunications services.
